There is an important update that may affect some students, as a result of an Arizona ballot initiative, known as Proposition 308.

Arizona voters approved Proposition 308, which allows qualifying, non-citizen Arizona high school graduates to receive in-state tuition at Arizona universities and community colleges and, in certain cases, also receive state-funded financial aid.

To be eligible for in-state tuition, non-citizen students must meet both of these requirements:

  • The student was in Arizona and attended any public or private high school, or homeschool equivalent, for at least two years
  • The student graduated from any public or private high school or homeschool equivalent in Arizona, or obtained a high school equivalency diploma in Arizona

Qualifying students will be eligible for in-state tuition and may be eligible to earn state funds under these new requirements beginning in Spring 2023.

To be eligible for consideration, please submit your unofficial Arizona high school and/or GED transcript showing your attendance for two years and graduation through our secure upload site. Official copies will need to be sent directly to the via mail or email to the below address.
